Without context, it's impossible to say for sure, but it looks like a Golden Guernsey buck. Try Googling "Golden Guernsey buck" images and see if that's what you're looking for.

with the horns I'd say Rove - a French breed - or a mixed breed

As far as how to acquire, if you can find a breeder in the states (Golden Gurnseys are here, if in few numbers) they probably won't be cheap. If it turns out that it's a different breed not yet in the US, good luck. As far as I can tell, it takes years and thousands of dollars to import a goat. I read somewhere that it's easier to import to Canada, quarantine, and then get them here.
