Teff Grass Hay

So it seems I just wasted 110 dollars on a small load of Teff hay since my goats won't eat it. I wasn't able to try out a bale first since it was so far away and I had it delivered. I'm wondering if I just let them go a couple of days and don't give in and give them anything else if they'll just give up and eat it. Any ideas? The big one is fat and I'm not worried about him, but the middle one is still growing and the oldest one is the bottom goat and afraid of the others and is on the thin side already.
